peaks 2800 feet. very dry and you find this observation a little better. there is a northwest breeze this place and it is going to pick up. the temperatures in 40s, 50s and 49 in the valley. so cool temperatures that helps and 51, but the wind even though it will not be northwest, it is really going to crank up 30 plus along the marine coast. that will take us into tonight and decrease and pick up again on wednesday as this system moves in. and we'll have the first cold front of the season and it will feel fall like and breezy to blustery most of the week. take a look at the tropical storm heading to the hawaiian islands. down to 65 miles an hour. is it going to be over maui rain that will be late tonight and tomorrow. for us, there is the system beginning to move in. and starting to see a little

pickup and the low cloud deck. we'll start to satisfy a little increase in the -- see a little increase in the higher clouds as well as the system makes it move. no rain, but 40s and 50s on the temperatures here. and the low clouds will start to pick up tonight. and tomorrow will be cooler. look at the 60s and 70s well inland as the system drops n today 60s, 70s and 80s. we'll start in oakland because they've made some progress on the crash southbound 880 and 16. but you still have the distraction on the side of the road. you might be able to see it in the picture. but you can tell some flashing lights on southbound 880 near the 16th exit and traffic is going to be slow if you're driving south. northbound traffic was also affected by the people are looking at the crash of the at one point it was block several lanes and came a lot of -- and it gave a lot of people something to see. so northbound and southbound,

the freeways are very slow. another major crash that we'll have to talk about, southbound 880, that is slow traffic. i want to talk about this westbound 80 at the cor cordealious junction this is ocean avenue heading south towards daily city. events in the bay area and around the country today are marking 17 years since the september 11th attacks. in new york city, the national september 11th memorial is hosting a commemoration ceremony right now, honoring the 2,889 people killed in the attacks and the 1993 bombing of the world trade center. the museum at the world trade center is open only to family members of the victims of the 2001 and 1993 attacks. we share some of the ceremony

. welcome back. it is about 7:12. hurricane florence roaring toward the eastern seaboard as we speak. and the impact from this category 4 storm is being felt. massive evacuation orders are underway for millions. >> we're still waiting a little bit to see what happens. >> i thought it is better to be safe than sorry. we're bringing everything inside. >> steve paulson all over it tracking the storm's movement. but our team coverage begins with doug in virginia. how are you people getting ready for this major landfall from this hurricane? >> reporter: good morning. you see some flooding in the low lining areas in this part of virginia. and this has nothing to do with the hurricane, which is still

days out. but we had so much rain in recent days here that this area is so soggy, it will not take much to cause widespread flooding. and this storm is expected to be a monster. >> reporter: squeezing in every last moment, looking at this beach it is hard to imagine what is on the way. but space it is frighteningly clear. as florence begins to grow and make its way west. >> i would not ride it out. we died we'll leave wednesday just to be safe because we don't know what thursday is going to hold for us. >> reporter: the vase on to save what they can -- the race is on to save what they can. and the governor is pleading with people to get out now. >> this evacuation order that i'm issuing is going to be inconvenient for some people. it is going to be inconvenient. but we do not want to risk one south carolina life in this hurricane. >> reporter: and all of the

triggering a federal response as well. president trump tweeted out progress of the oval office progress. and the question it will the millions along the coast follow suit and escape the storm. there are some tough days ahead this is beginning to recede a little bit. we're coming off high tide. the problem with the storm it may park over this region for so many long that we'll go through so many cycles of high and low tide it will make things worse and worse before things finally dry out. in alexandria, virginia, ktvu news. with hurricane florence heading to the southeast coast, steve paulson is tracking the storm. correct. doug is right, it may park there.

but that will be the worst-case scenario. there are projections for 130 miles an hour-mile-an-hour winds in wilmington and 30 inches of rain. if you combine those two, you're going have catastrophic damage. and the track, it weakened a little bit down to 130 miles an hour. but i expect it to be a strong category 4 by the time tomorrow night and late thursday into friday begins to approach, some of the projections have it stalling out a little bit as it tracks towards north carolina and it looks to being wilmington unless something changes. nothing much on the breeze. but the projections on the rainfall. 31 inches of rain in wilmington. so that is one of the concerns along with the storm surge. it is a low lining area for some here along wind gusts over 130 miles an hour. we have a weak cold front moving in and that will usher in a big change in the weather t was slow to act t is on the

way as it -- act. it is on the way. as it does, the winds will pick up 40s and 50s on the temperatures here. and the temperatures continue to be quite cool here, 53, 51 and 51 in lafayette. so the temperatures, the water temperatures came down there. is a strong northwest wind so we're getting a little a little breeze. 60s and 70s in the inland areas. so a big change is on the way. today we start the change. 60s, 70s and 80s. an emergency response team from the bay area is heading to the east coast for hurricane florence. 16 members of the california task force got orders from fema. they come from other cities. one of the main responsibilities will be to rescue people trapped by fast moving water. >> look for any people that were left behind that did not

evacuate. main is stuck in their homes or anyone with injuries or incapability of getting out of the area and then moving them to shelters. >> a local team is traveling in four vehicles with two trailers. they hope to arrive on thursday. that is when florence is expected to make landfall. and the crews are driving to raleigh, north carolina it could change on the hurricane's path. airlines making adjustments with the travel policies to help travelers that might be affected by hurricane florence. they are giving customers that have tickets in the flights a chance to rebook with no additional fees. about an hour ago we had a major problem pop up on 880 and oakland, a workhorse freeway for the morning commute. that's right. even the shoulder is clear now.

and the damage is done on 880 south if you're trying to get to the airport from west oakland, give yourself plenty of time. and we have a lot of throw traffic because of that -- slow traffic because of that earlier accident and the southbound traffic is backed up from the west oakland. it has slowed traffic in the area. and we're looking at 880 slow in hayward and union city. and westbound 80 and 680, they're clearing an accident there. and this is northbound 280 coming up to ocean avenue there, is a crash, eight cars involved backing up from daily city a tension you rearden high school people, you're going to be late. get on the road. more cities look to banning flavored tobacco products. the north bay stay is considering a ban after the voters in san francisco just

southbound 880. let's go to. we'll show you the crash gone and traffic improve in the area here. it was right here. we're seeing a little bit of improvement, and plenty of slow traffic, especially in the northbound direction. and more people have been on 580 as well. it is slow in hayward, heading to union city and sam te'o bridge bridge is slow, so is 680 to the south. highway 80 westbound. and we have a lot of slow traffic on highway 4, westbound and eastbound, westbound traffic has been slow. eastbound traffic getting out to bay point, there was a crash in the mountain direction. this is all the way out to concord. 7:30. let's go back to the desk. we have breaking news to bring you. it is developing. >> back here in the bay, the developing story is the big

that we have been talking about. it prompted evacuations. 100-acres have burned. it is only 10% contained. let's is go to the evacuation center what is happening there and what do you know so far? >> reporter: firefighters are getting briefed this morning to try to determine the course of action for the rest of the day. but what we do know is the fire is 10% contained and threatening 150 homes. firefighters this morning told us that the fire is burning in an area behind homes. none have been destroyed and evacuations are in effect for mountain king road and royal road to bronco road. and the fire started near the stay taylor street park. the firefighters are dealing with some challenges. this is steep terrain and they are bringing in bulldozers to help with the mission today.

and the fire has scorched 100 acres. there is an evacuation center this is where the red cross is providing assistance. emergency officials are giving residents updates at that location. alisa harrington, ktvu news. this is breaking news here. we're bringing you live pictures. we'll get to the breaking news in oakland in a second. we'll focus on the day that the country coming together to mourn and honor those lost in the september 11th attacks in the year 2001. we expect the president to speak in the coming minutes. when that happens, we'll bring it to you. to the breaking news news we have for new oakland. we have a picture of a little baby boy here. the oakland police tell us that the little boy is missing. he's one years old and last seen in hayward during the noon

hour yesterday. he was dropped off to a baby- sitter in the mcdonald's parking lot. and last seen wearing a gray onesie and gray shoes. when we hear from the oakland police, we'll bring you their information. but the head shrine that a little one -- the headline is that a little one yearly baby boy is missing. if you know where he is, give the police a call. 7:33. people that had to evacuate, forced out of their homes by the snell fire, they are being allowed to go back home this morning the evacuation orders are lifted for the estates. they are confident they are getting a handle on the fire. while it burned almost four square miles it is 45% contained and the forecast calls for better conditions. >> >> i was hoping it would not get over the water and all the trucks that we saw come in when

we were going out, i was comfortable with the fact that we would keep our house. >> no homes were damaged or destroyed by the flames. but this is the third recent evacuation for this area. insurance rates are up for some of the homeowners. a few say their policies have been cancelled because of the constant threat of a fire. firefighters are mopping up at a fire at a homeless encampment in oakland. it was reported on 22nd avenue. the chief said that the fire damaged one-half of the encampment. some 30 people live in the tents are now displaced. >> we take extreme caution. but we maintain the same level of aggressiveness for lack of a better term to quickly extinguish the fire and to minimize damage and also to protect the occupants in the fire. >> no one was hurt by the fire.

and the chief said that investigators are now trying to learn the cause of the fire as the city tries to help the victims and clean out the burned debris. 7:34. an eight-year-old girl is in critical condition. she almost drown in a swimming pool in an east bay country club. the first responders from the alameda county and rushed to the castle wood country club near pleasant ton. they saw the little girl in the pool. she was give strike zone cpr. she was taken to oakland to be treated. investigators say it was a busy day at the pool. >> pool was crowded here. and as a result, as far as along the way, this child went under and we all know that takes mere second for a child to go into distress. >> child is listed critical condition. they say that lifeguards did what they were trained do.

and it appears it was an accident. san francisco's district attorney will announce a campaign to enhance public safety for ride share passengers. there is no word on what the da's campaign will include specifically. but there had been call for stricter background checks and fingerprinting of drivers. uber is adding a feature to the app so passengers can let them know if there say problem during a ride. a deputy said that others forced him to fight other inmates. quincy lewis filed a civil rights lawsuit saying that four deputies forced him and other inmates to fight each other for food and place bets on who would win this is the second settlement with inmates over the so-called fight club. san francisco spends more money clean its streets than

any other city in the country. san francisco spent $35 million between 2016 and 2017. this year, that number jumped $53 million. the city has a cleanup staff of almost 300 people paired to 40 in other -- compared to 40 in other cities. >> we're spending a lot of money and we could spend money time and time again. but unless we deal with the route cause what's is causing the -- causes what is causing the streets to be dirty, we'll never fix the issue. >> homeless issue is a regional problem and needs regional solutions. san francisco spent four times the amount as chicago to clean the city streets. chicago has a population of 2 million people and san francisco has 860,000. keeping people safe in case of an emergency. coming up for you, the

emergency alert system now being tested in samoa county. and the city of san jose is reacting to an organized homeless encampment. you can see that the traffic is going to be busy almost everywhere you look now, including 880 because of earlier issues and we have a big problem on highway 4 as well. it looks sunny and it is. but the temperatures are about to take a little plunge here, especially by tomorrow and the winds will tick up. we'll have more -- will pick up. we'll have more on that coming up.

(510)238-3641. this is the youth service division we have investigators that are not only looking in the oakland area, but the hayward area. he was last seen yesterday in hayward. he lives in west oakland on 8th street, the 1300 block of 8th street in oakland. police contact the oakland police department. we want to find where little chandler is and ensure that he's being well taken care of and that he's safe. >> why was the morning arrested. >> it has to do with a criminal investigation. she has been arrested on a warrant. i will not go into the details because that investigation is still active. but our primary focus and our primary concern is the what happens of little chandler. the mother cannot tell us who he is with. but we just want to ensure that he is safe. so police contact us if you know where he is.

also, whoever he is, you are absolutely not in trouble. we want to make that perfectly clear this is all about little chandler and making sure that he is okay. >> is there any reason to believe that he is in harm's way? is he anything other than missing right now? >> right now, we're looking at just a missing person. we want to locate him. we don't have any information that there may be foul play or that he's in any danger. but it is important with a one- year-old that because of his age and because his mother absolutely does not know where he is, this it going to be a priority for us today. we need to locate him. >> explain the last places that chandler was scene. why is this and oakland police case? >> he is from oakland. he lives in oakland. he was last scene down there, the baby-sitter dropped him off. we believe he may have come back to oakland or still be in hayward. because he lives here in

crew members on board. the 8:00 a.m. flight from newark to san francisco. they were young people returning from visiting family. moms and dads on business trips. and trends going and coming from birthdays and weddings. they boarded the plane as strangers and they entered eternity linked forever as true heroes. soon after takeoff, flight 93 was hijacked by evil men bent on terror and conquest. and the crew members and family members began using their flowns to call home and they learned that two planes crash into the world trade center in new york city. immediately those on board

flight 93 started planning a response. sandy bradshaw, the flight attendant called her husband and told him they were in the back of the plane preparing hot water to throw on to the hijackers. passengers jeremy glick explained the plan to his wife and said stay on the line, i'll be back. the passengers and crew members came together, took a vote and they decided to act. they took their faith and fate in their hands. in the last 20 minutes, many placed their final calls home, whispering those eternal words,

i love you. some said that the lord's prayer. and then they bravely charged the cockpit. they attacked the enemy. they fought till the very end. and they stopped the forces of terror and defeated this wicked, horrible, evil plan. flight 93 crashed yards from where we stand just 20 minutes flying time from the united states capitol. through their sacrifice, the 40 saved the lives of countless americans and they saved our capitol from a devastating strike. in the days after the attack,

tens of thousands of firefighters, police officers, and recovery workers involved to new york and arlington to draw through the rubble and to search for survivors. their prayer vigils and memorials and charity drive across our nation. near shanksville, many of you raised up the first memorial, a wooden cross, a chain linked fence, mementos and tributes pouring in and dozens and dozens of american flags. a piece of america's heart is buried on these grounds. but in its places and had grown a new resolve to live our lives with the same grace and courage

as the heroes of flight 93. this field is now a monument to american defiance. this memorial is now a message to the world. america will never, ever submit to tierney. [ applause ] since september 11th, more people have enlisted the united states armed forces. 7,000 service members have died facing down the menace of radical, islamic terrorism.

we also think of the more than 200,000 service members now serving overseas. and we think of every citizen who protects our national home, including our state, local and federal law enforcement. these are great americans. these are great heroes. we honor and thank them all. [ applause ] >> as commander and chief, i will always do everything in my power to prevent terrorists from trying american soil. here with us today is dorothy garcia locklear. her hudson any was one of the passengers on flight 93. on september 11th, 2001, just

offer a month after their 32nd wedding anniversary, sonny was on the way back from a business meeting. he called dorothy who he loved so much. called her on the plane and uttered her name before the line went dead dead silent. in the days after the attack, dorothy told the investigators that there was only one thing she wanted from this field, her husband's wedding ring. they would know it by the inscription edged inside. all my love, it said, followed by the number 8269, the date of their anniversary. the officers, great people, promised to try. but in this field of wreckage

it seemed certainly impossible. dorothy began to pray and she asked her african-americans to -- her friends to do the same. days went by and months, still no ring. a week before christmas on december 19th, she heard a knock at the door. two officers were standing where beautiful to her. she said it was beautiful. she knew what was happening. a beautiful, small white box. inside it was a wallet, a luggage, tag, a driver's license, a small bag with the wedding ring escribed with the three precious words, all my love.

those words echo across this field. and those words tell the story of 40 men and women that gave all their love for their families and country and our freedom. to dorothy and to every family here today, america will never forget what your loved ones did for all of us. [ applause ] >> earlier this week they dedicated the final part of this memorial, the power of voices. standing 93 feet tall shall the tower of voices is the first structure when visitors come to

this now sacred ground. it will hold 40 beautiful chimes that ring throughout the fields. each a unique note, but in all perfect harmony. each time we hear those chimes playing in the wind, we will remember the 40. we will remember their faces they're voices and their stories and courage and their love. and we will remember that free people are never at the mercy of evil. because our destiny is always in our hands. we'll pick up a little energy. the forecast projection, we're predicting 31 inches of rain in wilmington, north carolina it looks like north carolina is line for the heaviest of the wind and the rain. we have a system approaching us. it will change our weather big time. and the temperatures are getting ready to take the dip, if you will. not much in the way of low clouds. you can see how the system is dropping in. no rain associated with it. and there will be higher clouds and the winds will pick up as well 506789z on the 60 -- as well. 50s and 60s. and the fog should be on the move tonight and it will be very fall like tomorrow with the 60s and the 70s make it well inland so a big change on the way. 60s to 80s today. sal we have not talked to you in a while. yes. we're going to start out at bay point. we have a crash that resulted from another crash.

we'll tell you why. westbound 41 slow. but eastbound 4. i have to push in real quick this is where the crash is there was one crash. the fire department department was in one of the lanes dealing with it. and someone else came and rear ended a fire truck and now there is a more serious crash eastbound highway 4. this is near the bart station. so eastbound it going to be affected and also westbound. so westbound backed up. and eastbound is backed up from concord all the way up to the second crash where an emergency vehicle was rear-ended as a result of the first crash. let's talk about the east bay. we had earlier crashed that made the commute on 880 out of oakland very slow and hayward to fremont super slow as well. and s&p 500 northbound 280 and ocean, there was a crash. and daily city, it will be a tough one.

don't be late now. this is unusual backup for this time. morning. this is more ordinary getting out to the west valley. and the bay bridge toll plaza is moderate. we'll begin with the breaking news, a missing little boy from oakland. one-year-old chandler was dropped off with the baby- sitter. we spoke to the oakland police spokesperson on the subject of this case. she told me that the police are concerned because his mother was arrested in a separate criminal investigation. at this point, opd wants to make sure that he is okay. the baby-sitter said that she handed him off to and unknown adults. they are investigating family members and anyone that may have last seen him. these two feet tall and wearing a gray onesie and gray shoes.

up from 40 acres last night. power lines are down in the area. and 150 homes and buildings remain under threat. mandatory evacuations were ordered. evacuees are being told to go to the school. classes will go on this morning with no restrictions. we'll have a live report coming up. firefighters are having a tough time to get the delta fire under control t burned through 78 square miles. good news interstate 51 back open this morning. it was closed for six days because of fire. one lane in each direction reopened yesterday with some restrictions and warnings of slow traffic. 8:09. california governor jerry brown will deliver keynote address in san francisco in an event leading up to the global climate action summit that

begins tomorrow. we're live at the palace hotel where they will speak to their environmental leaders in about a half hour. >> reporter: it will likely come up in the speech and discussion, the governor is expected to talk about two bills, claimant change related bills that he signed into law last night. the first is calling on the california utilities to is a hundred percent renewable energy sources by 20. >> 45. and that includes things like solar and wind power. right now the california utilities get about 30% of their energy from renewable sources. right now is from solar. and the other bill signed into law would require california to be carbon neutral by 2045. and that means they would have to remove the same amount of green outside emissions. the groups opposed the two laws because of concern it's --

concern -- concerns it would prices on fuel and other goods. >> real challenge for california in 2045 is how do we balance the intermittent kind technologies. the sun is not always showing. and the wind is not all blowing and there are droughts for hydropower. >> reporter: some said that governor has not done enough for climate issues. he said that the swift away from fossil fuels must be gradual. the summit starts here in san francisco tomorrow. and the goof is a keynote -- the governor is a keynote speaker in a separate event at the palace hotel. speak in about 30 minutes from now. so we'll be heading inside to cover that event. allie rasmus, ktvu news. keeping people safe in the case of an emergency.

. people along the atlantic coast are preparing for the worst. officials are saying they will feel it far and wide. people are preparing for heavy winds and rained. >> be vigilant and evacuate now if you can. >> reporter: people across the east coast are operation for hurricane florence on track to hit the carolinas and virginia later this week. and the intense storm could impact a large stretch of coastal areas bringing pounding rain and damage wind and life- threatening storm surges and flooding. mandatory evacuations could impact millions of people. >> this may be inconveniencerecent this is a dangerous hurricane -- inconvenient it is a dangerous hurricane. but we're not going to gamble with the lives of people in south carolina, not a one. >> reporter: people along the coast are doing what they can to prepare, boarding up homes and stocking up on necessities

and clearing what they can ahead of time. >> taking time to clear that debris away. it is going allow the water to flow through that and get out to the area it's is supposed to -- areas it is supposed to get to. >> reporter: a cargo -- a plane flew through the i've florence on monday collecting data for forecasters with an already unpredictable storm. >> we need to prepare. we still have time to prepare. we urge to you do that. >> reporter: florence could become the strongest hurricane to hit the carolinas in 60 years. the last storm this powerful was hazel in 1954. an emergency response from the bay area is on the way to the east coast for hurricane florence. 16 members of the california task force left around midnight on orders from fema. they come from santa rosa, fremont and oakland and other cities. they will be rescuing people

trapped by the fast moving waters. >> look for any people that were left behind that did not evacuate, anyone stuck in their homes or incapability of getting out of the area and then moving them to shelters. >> the team is traveling in four vehicles with two trailers. and they hope to arrive on thursday. and that is when florence is expected to make landfall. and the screw driving to raleigh, north carolina but that could change depending on the hurricane's path. american jetblue and southwest are giving customers that have tickets for flights traveling in the path of the florence to the opportunity to rebook without any added fees. most airlines are making the exception traveling between september 13th and the 16th. it is say rough commute out there. i had this look on my face

like yuck. the commute is not good. let's talk about some of these things. look at highway 4. i'll tell you what happened here. highway 4 westbound is slow. eastbound highway 4 is slow where it normally isn't because of a crash, actually two we had a crash eastbound 4 and there was a fire truck in the lanes. someone did not notice the emergency vehicles and ran right into the back of a fire truck. the two right lanes closed and there are injuries in that crash. so this thing has turned into a terrible commute eastbound where the people are not expecting it. this is a look at the map area. you can see how slow the area is. i'm sure you'll get a lot of people that will say this is the worst commute we have had in weeks out here for this area. let's talk about the freeway. we had earlier problems. hayward, union city, south and also north traffic has been

slow. san francisco and daily city backed up to the mall all the way up to ocean avenue because of an earlier accident at ocean. we go to steve. steve, when i was a student at rearden high school thats with my commute. i guarantee you there will be somebody will be late because of that this morning. >> i believe you sir. it is not going home on 680 when you take the highway 4 onramp. you get about 15 yards to merge in. it is brutal. >> and they're doing it slowly this morning. >> thank you, sir. let's take a look at lorraine county. we have dry air above. look at middle peak. 9%. the wind are picking up in the northwest at 24. you see 1400 feet west at 22, a

little better humidity. that is northwest 15. the wind is going to pick up there. is no doubt about it. it tonight way. upper 40s and 50s for the temperatures. ross did make to 49. one observation here, sfo has gusts up to 20. but that is a sign of things to come. this is about 30 miles an hour coming in this evening. and we'll go into a breezy blustery pattern, probably into friday. so the strongest wind will be tonight as the system approaches. but then it settled in for what looks to be a breeze write -- breezy pattern into friday. olivia still making a move towards the hawaiian islands. it has weakened. 65 miles an hour. still there. it is making the move over maui

tonight into tomorrow. it is a tropical storm if you're going there tonight and tomorrow, call your carrier. it is weaker. but it will give heavy rain to the big island. here comes the system, the first little system coming in and it has not done much to the fog. this will usher in a significant cooling trend. 50s on the temperatures and 60s on the sum. and we'll ramp up the low cloud deck. today and tomorrow will be the big day. 60s and 70s even well out into the interior. they will still be warm for some inland. this is a fall like feel is on the way. making the next uber or lift ride safer. the announcement expected later by san francisco's district attorney. a major credit card fraud bust. how dang members victimize

businesses in northern california.

several police chiefs joined -- in sacramento in announcing the 32 people with ties to gangs in pittsburgh and bay point were in indicted. they are charged with stealing more than $1 million in what the authorities are calling a sophisticated credit card fraud

scheme. at announcement of the indictments came with this warning. >> if your credit card terminals allow to you set up a password, do it. don't wait. if they don't allow to you set up a password, then take those terminal and lock them up. >> authorities say that dental and medical offices were among those hit. 7 of the indictments of those indicted still at large. the police are still looking for those that targeted and apple store in rose well store twice in two hours. they took about 20 thousands of iphones and i-max this is the fourth time in a month this store has been robbed. >> pattern is very consistent. they have it well calculated and organized. they collect the phones in the same fashion by cutting the security cables and gather them up an exit the store to a

waiting vehicle outside. >> apple has not commented on the robberies. here in the bay area, the police continue to work together to find the robbers that hit six apple stores in the last couple weeks. authorities are not sure if the same people are committing the crimes. a new report said that growing demand at the dmv is leading to more overtime pay and stress for the workers there. the dmv paid the workers more than $4.8 million in overtime pay alone between january and june of this year. the report said that is more than three time higher than the same time last year. wait times at the dmv have been on the rise because of the shift to the federal real id cards. the dmv recently opened more field offices and extend hours. we have reached out to the dmv for the response to the overtime pay report. we're still waiting to hear back. the raiders and the la rams

valley. today 60s to 80s. but the begin to a pretty good cooldown of the. highway 4 and eastbound 41 still very slow from concord over to the bay point area, getting out to pittsburgh because of a crash near the bailey road exit. and that is involving a fire truck that was stopped for the first accident. someone came up and hit the back of it and it became an injury accident. and traffic is very slow. eastbound unusually slow because is it usually not slow driving way. and you can see that traffic is just a mess in the whole area. 680 included this is slow because of an earlier crash. and 880 is slow both directions here. and we're getting into the fall commute pattern. every freeway you see is slow. there are no more light commutes anywhere. this is daily city.

every single one of them slow, including 17, 8880. if you think is slow, it probably is. the oakland police are searching for a missing boy that is on your screen. he was dropped off way baby- sitter at a mcdonald's parking lot around noon. the baby-sitter said that she handed the little boy to an unnamed adults. they are interviewing the little boy's relatives. and we spoke to oakland police spokesperson in the last hour. she spoke to us about the intense focus on the case. >> his mother has been arrested and in custody. but she does not know where her child s we want to make sure that little chandler is safe with someone. we believe he is with a family friend, maybe a family member,

but we absolutely need to locate him. >> he is 2 feet tall and last seen wearing a gray onesie and gray shoes. if you know where he is, call the oakland police at the number on the screen. you'll find the number on the website, ktvu.com. we're following the developing story of a wild for in lorraine county that forced people to evacuate their homes. it burned a returned acres in west lorraine. it threatened 150 homes and other structures. there will be the story from the evacuation center. >> reporter: this fire is being called the irving fire grew overnight and it is currently threatening about 150 homes. there is an evacuation center set up at the school. the red cross is there to provide help as well. and the fire started at the

state park that is along st. francis straight boulevard. and it is known for the redwood trees. the firefighters are dealing with steep terrain. they are bringing in bulldozers. it grew to 100 acres and 10% contained. evacuations are in effect for several areas there. is some thick smoke in the area. if you live around where the fire is burning, you'll notice that today. the cause is not known. in fairfax, ktvu news. we just received an update on the latest wildfire in napa county, the snell fire is burning in the napa and lake county line that is 50% contained. and the ache rage remains unchanged. it is 2400 acres and the evacuation orders have been lifted for the mountain side

neighborhood. they are confident they are gaining a handle on the fire. >> i was hoping it would not get over the water. and all the trucks that we saw come many when went out, i was comfortable that we would keep our house. >> no homes have been damaged or destroyed by the fire. this was the third recent evacuation for the area. insurance rates are up for some homeowners and a few said they had the policies cancelled because of the constant threat of fire. last october firestorm in the north bay exposed the need to warn people about a potentially deadly wildfire. officials began the first test of its emergency warning system. the county is now sending out text messages and. >> many people have signed is

being felt today. 9/11 related illnesses got many first responders and others sick. 1700 people have died from 9/11 sicknesses. new this morning shall the firefighters are mopping up a fire at a homeless encampment in oakland. it was reported on east 12th and 22nd avenue and interstate 880. the chief said that the fire damaged about half of the encampment and a dozen tents. san francisco's district attorney will announce a campaign to enhance public safety for ride share passengers. no word on what the district attorney's campaign will include. but there are for background checks and they are adding a feature to allow passengers to report trouble during a ride. a program will allow solo drivers to use the h.o.v. lanes is set to change next

the tollway plaza. the weather seems nice at 8:46. let's go to steve. we'll focus here. middle peaks are 2400 plus feet look at the humidity, 9%. it is bone drive once you get up a couple thousand feet up here this is not a northeast or north wind that is not a good combination. 57% humidity and that is good. above that, some of the higher elevations are bone dry. the highs will be in the 70s for some that were in the 90s a couple days ago. we'll feel fall like this week. and the wind will pick up later on tonight and on the coast, especially in lorraine county.

we'll get 30 plus-mile-an-hour gusts here that is a factor tonight and the rest of the week. we'll see the system settle n no moisture with it. and we'll ramp up with the low clouds. but the breeze and the wind will be front and center for the next few days. patchy fog down to mount ray bay. the system will play into our weather for the next three or four days. to hang around, they'll cover. but the breeze is on the way. it will crank up and watch how the fog and this system gets closer. the fog will come screaming down the coast late tonight and tomorrow and higher cloud settle in as we go into wednesday. so don't be surprised if we get a mostly cloudy, cool and breezy pattern wednesday into thursday and the temperatures don't look like they'll recover too much even out to the valley. the temperatures will drop ten to 15 degrees below average.
